Sir:-
I am directed by the Marquess of Lansdowne to state that His Majesty's Consul-General at Shanghai has forwarded a Declaration as to loss of property and effects abandoned at Port Arthur and Harbin, signed by Mr. William Young, Secretary of E. L. Mondon, Limited, a Company registered under the Hongkong Ordinances and having its Head Office at Shanghai and branch offices at Port Arthur and Harbin.
At the date of the outbreak of war the Shanghai office accounts showed these branches as debited with certain sums, presumably the value of goods in their possession. The Company therefore appear to think that the Russian Government should make good to them those amounts.
Beyond the statement of accounts the Company have forwarded no evidence in support of their claim, and His Majesty's Consul-General will be instructed to inform the Under Secretary of State, Colonial Office.
